When developing an enterprise portal strategy the following steps should be covered:

Portal product selection – if your business systems landscape is dominated by one specific ERP system (i.e. SAP, Oracle, etc.) we believe that it is appropriate for you to preference that vendor’s portal product during the following steps. If your business systems landscape is too disparate you should assess multiple portal product options as indicated.

Business value of the portal, preferably on business process level (e.g. sales, human resources, distribution, etc.). It is important to develop a holistic view of business benefits across the organisation, working with impacted business units. Business units should be prepared to sign-off identified business benefits (please note that this can extend your portal implementation timeline). Developing a business process view of benefits will also aid in the identification of discrete business process improvement opportunities, thereby preparing ‘bridgeheads’ for both portal implementation and related change management tasks.

Portal product requirements to identify which capabilities the portal should possess to best achieve the identified business benefits. This is a joint business and technical task. This should result in a shortlist of suitable portal products.

IT Impact Assessment to identify which areas of your organisation's IT architecture are going to be affected by a portal implementation in general, and specifically related to short-listed portal products. This should especially cover application integration and IT infrastructure (i.e. impact to hardware standards, network traffic utilisation, etc.). Please note that specific portal products possess different strengths and weaknesses in that regard. These will need to be understood.

Portal support and maintenance requirements to identify ongoing demand for both content management (i.e. business support and maintenance) and technical support (i.e. IT support and maintenance). This is often overlooked but is important to ensure the longer-term sustainability of the portal post implementation. This should include a portal governance framework that assists in managing portal roles and responsibilities.
